If the engine does not start then it should be cranked for a while until a reading can be recorded. Sharp decrease in pressure indicates an outlet valve problem: therefore, a fuel pump needs to be changed. If it is too high then suspect blockage in the carburetor float bowl air vent before thinking of a pump change. On the other hand if the pressure is too low make sure the fuel hoses and lines are correct and not blocked before replacing the pump.
